Orth, Professor of Law at the University of North Carolina School of Law, co-authors of the authoritative text on the state constitution, The North Carolina Constitution with History and Commentary (2d ed. 2013), will present an evening program, “A Historical Primer on the North Carolina Constitution,” for the general public.
